Flood Mitigation Update
Speaking about flood mitigation at the Village of Mamaroneck Board of Trustees meeting on October 15, Mayor Sharon Torres reminded everyone that grants are pending, and updates will come close to December. She also stated, “Regarding the Army Corps, I have been in contact with them, and we should be having a meeting with the Department of Environmental Conservation (DEC), Army Corps, and County soon.”
Village Engineer Gino Frabasile said that Spinelli Surveying is now moving to the Rockland Avenue Bridge to complete their survey in the spring, including the removal of silt built up at the shoulder of the Rockland Avenue Bridge. The Florence Street Drainage Improvement Project is nearly 60% complete, with approximately 350 linear feet of new drainpipe installed, two new manholes, and two new catch basins. The estimated completion time is November 1.
Once the Florence Street project is completed, Spinelli will move on to manhole and catch basin repair on Post Road, which is estimated to be completed by mid-November. The Washingtonville Industrial Drainage Area Improvement Study, Phase One for data collection, is nearly complete. Phase Two, engineering analysis, will begin shortly. A draft will be delivered by late spring/early summer, and the final report will be available by summer 2025 with recommendations for improvements. The Jefferson Avenue H and H analysis is nearly complete.
Village Manager Charles B. Strome III mentioned that he received correspondence from at least 250 people requesting that the Tompkins Avenue Bridge be reopened. The decision to close the bridge was made prior to Strome’s arrival, and the HVEA Engineers recommended that the bridge remain closed pending its replacement.
Addressing the Board, Glenn Tippett objected to a proliferation of work vehicles, not trucks, on the Waverly Avenue bridge, recommending fines up to $250 and cautioning Village employees not to use the bridge as a “cut-through.” Tippett also noted that the American Rescue Plan Act (ARPA) did not provide funding for affordable housing.
Finally, a resolution authorizing the execution of the Flood Mitigation Solutions Proposal for Assistance with Home Elevation Grant Applications was approved.
