Village of Mamaroneck Comprehensive Plan Update

The Village of Mamaroneck has been preparing an update of its Comprehensive Plan, a guidance document that sets the goals, policies, and priorities for investing in the physical, social, economic, and environmental future of the community.
The current Comprehensive Plan was adopted in 2012. The process to update the plan started in 2018 and included two public workshops and public review of two drafts of an updated Comprehensive Plan. Due to the major events and changes that have taken place since then, including the COVID-19 pandemic and Hurricane Ida, the Community Survey was launched to reconnect with Village residents about their opinions about the Village today and into the future. The purpose of the survey is to learn how sentiments may have changed, whether any priorities have shifted, if any existing issues have improved or worsened, or if any new issues have emerged.
The focus of the Community Survey was to gauge the level of satisfaction among residents about various aspects of the Village today and to identify the highest priority topics. The survey provided opportunities for respondents to include written comments.
How will the results of the Community Survey inform the update of the November 2020 draft of the Village’s Comprehensive Plan Update? On the first page of the presentation, the main purpose of the survey is to learn how sentiments may have changed over the past three to five years, whether any priorities have shifted, if any existing issues have improved or worsened, or if any new issues have emerged.
Among the ways these results will inform the Comprehensive Plan Update include Flood Protection. Hurricane Ida clearly demonstrated the destruction that flooding can cause to life and property in the Village. Based on the results of the survey taken by 850 people, www.planvom.org, the Community Survey Results should lay the groundwork for a comprehensive approach to flood protection in the Village.
While many survey respondents appreciate that the Village is walkable, their open-ended comments indicate that it is not pedestrian friendly. Housing has become increasingly unaffordable in the communities large and small across the country, including the Village. It is a high priority among survey respondents.
Land Use & Development of the November 2020 draft should introduce policies and actions that lay the groundwork for both retaining and creating affordable housing. The November 2020 draft currently has a five-year time horizon. Comprehensive plans typically have a 10-year outlook. Given the wide range of topics the plan addresses and the effort it takes to plan, fund, design, and implement many actions, the time horizon should be 10 years where appropriate.
